A mobility agreement or work plan is an agreement which details the teaching or training programme to be completed during a staff mobility placement and has been agreed on and approved by the staff member concerned and the home and host institutions. The work plan defines the parameters within which the mobility is to be implemented (e.g. dates, contact persons) and describes the contents and objectives of the mobility placement. Once signed by the involved parties, the agreement is binding. The agreement also emphasizes the fact that the quality of the mobility experience is the mutual responsibility of both the home and host institutions (see, for example, http://ec.europa.eu/programmes/erasmus-plus/resources/documents/applicants/mobility-agreement_en).
