This letter exchange between Shreya Patil, a law student from India, and Marguerite Kabera, a development economics student from the Democratic Republic of Congo, explores SDG 13 through discussions on climate justice, environmental governance, and sustainable development. Reflecting on experiences from Mumbai, Delhi, and Bukavu, they examine pollution, deforestation, carbon credits, and the gap between environmental laws and their enforcement, emphasizing the need for equitable and collective climate action.<\/strong><\/p>\n\n\n\n

Dear Marguerite,<\/p>\n\n\n\n

My name is Shreya Patil, and I am a first-year law student at a university in New Delhi, India. I came across the Global Pen Friends project and thought it would be a really interesting opportunity to connect with someone from a completely different part of the world. I am excited to be writing to you, and I hope we can have an open and honest exchange about climate change and how it affects our lives in different ways.<\/p>\n\n\n\n

Before I get into the topic, let me tell you a little about myself and where I come from. I grew up in Mumbai, which is a large coastal city on the west coast of India. I moved to Delhi recently for law school, so I have actually lived in two very different cities, and I’ve noticed that climate change manifests itself differently in each of them.<\/p>\n\n\n\n

In Mumbai, the most visible impacts are rising sea levels and flooding. Growing up, I always loved the sea because it’s such a big part of life in Mumbai. But over the years, flooding during the monsoon season has become much worse. There are areas close to the coast that are now regularly submerged, and people who have lived there for generations are genuinely worried about the future. It’s strange to grow up loving something and then watch it slowly become a source of anxiety for the people around you.<\/p>\n\n\n\n

Delhi is a completely different experience. Here, the biggest issue is air pollution. The winters in Delhi are infamous for their smog. Some mornings, it is so thick that you can barely see across the street. I noticed it immediately when I arrived here for the first time. People wear masks as part of their daily lives, not just during the pandemic. The summers are also getting worse every year. Last year, there were days when the temperature exceeded 45 degrees Celsius in parts of North India, which is honestly difficult to describe if you haven’t experienced it yourself.<\/p>\n\n\n\n

So, for me personally, climate change is not abstract or distant. I have seen it in the floodwaters of Mumbai and felt it in the air in Delhi. I think that is part of why I find this Sustainable Development Goal (SDG) so important.<\/p>\n\n\n\n

As a law student, I am also interested in the gap between what governments promise and what actually happens on the ground. India has made some significant commitments, such as the National Solar Mission, investments in renewable energy, and initiatives like the International Solar Alliance. These are genuine steps forward. However, it is clear that there is still a long way to go. I am eager to know what this gap looks like where you are.<\/p>\n\n\n\n

The Democratic Republic of the Congo is something I find really fascinating in the context of climate change because of the Congo Basin rainforest. I learned in school that it is the second-largest tropical rainforest in the world and one of the planet’s most important ecosystems. But I have always wondered: what does that mean for the people who actually live there? I ask because I genuinely don’t know, and I think that is exactly why this exchange is valuable.<\/p>\n\n\n\n

I also want to ask: how does climate change actually affect your daily life in the DRC? In India, there is sometimes a feeling that countries like ours, which have contributed far less historically to global emissions, are being asked to carry a disproportionate burden. I wonder whether there is a similar feeling in your country.<\/p>\n\n\n\n

C\u2019est avec une joie sinc\u00e8re que je fais ta connaissance. \u00c0 travers le projet Global Pen Friends, nos voix se rencontrent malgr\u00e9 les distances, et je trouve cela profond\u00e9ment beau : deux r\u00e9alit\u00e9s, deux paysages, mais une m\u00eame inqui\u00e9tude, celle d\u2019un climat qui change et redessine nos vies.<\/p>\n\n\n\n

Je suis n\u00e9e et j\u2019ai grandi \u00e0 Bukavu, une ville situ\u00e9e \u00e0 l\u2019est de la R\u00e9publique d\u00e9mocratique du Congo, au bord du lac Kivu. Contrairement \u00e0 Mumbai, nous ne faisons pas face \u00e0 la mont\u00e9e des eaux. Pourtant, l\u2019eau reste au c\u0153ur de nos pr\u00e9occupations, mais d\u2019une mani\u00e8re plus silencieuse, presque insidieuse.<\/p>\n\n\n\n

L\u2019un des d\u00e9fis les plus visibles chez nous est la gestion des d\u00e9chets. Le long des rives du lac Kivu, ce qui \u00e9tait autrefois un paysage apaisant se transforme peu \u00e0 peu en un spectacle troublant : des bouteilles en plastique abandonn\u00e9es, des d\u00e9chets flottants, des traces persistantes de n\u00e9gligence humaine. Ce qui nourrissait autrefois le regard devient aujourd\u2019hui une source de malaise. C\u2019est une transformation lente, mais profond\u00e9ment marquante.<\/p>\n\n\n\n

Ce ph\u00e9nom\u00e8ne d\u00e9passe les rives du lac. Les d\u00e9chets envahissent les routes, les caniveaux et les espaces publics. Leurs cons\u00e9quences sont bien r\u00e9elles. Lors des pluies, les canalisations obstru\u00e9es emp\u00eachent l\u2019eau de s\u2019\u00e9couler correctement. Elle stagne, s\u2019infiltre et fragilise les sols. Avec le temps, cela provoque des \u00e9rosions, puis des \u00e9boulements. La terre, comme \u00e9puis\u00e9e, finit par c\u00e9der.<\/p>\n\n\n\n

\u00c0 cela s\u2019ajoute un autre probl\u00e8me majeur : la d\u00e9forestation. La croissance rapide de la population entra\u00eene une urbanisation souvent d\u00e9sordonn\u00e9e. Les arbres sont coup\u00e9s pour faire place aux habitations, sans v\u00e9ritable planification. Je me souviens encore, enfant, des espaces verts o\u00f9 nous jouions. Aujourd\u2019hui, ces lieux ont presque disparu, remplac\u00e9s par le b\u00e9ton et la brique. L\u2019air semble plus lourd, les paysages plus rigides et la nature plus lointaine.<\/p>\n\n\n\n

Le changement climatique se manifeste aussi dans quelque chose de plus subtil, mais tout aussi inqui\u00e9tant : le d\u00e9r\u00e8glement des saisons. Traditionnellement, Bukavu conna\u00eet deux saisons : la saison des pluies, de septembre \u00e0 mai, et la saison s\u00e8che, de juin \u00e0 ao\u00fbt. Mais aujourd\u2019hui, ces rep\u00e8res deviennent flous. Les pluies arrivent en retard, trop t\u00f4t ou de mani\u00e8re impr\u00e9visible. Pour les agriculteurs, cela repr\u00e9sente une v\u00e9ritable incertitude : quand semer ? Quand r\u00e9colter ? Le climat, autrefois guide, devient source d\u2019angoisse.<\/p>\n\n\n\n

Mais au-del\u00e0 de ces r\u00e9alit\u00e9s visibles, il existe un autre d\u00e9calage, plus discret mais tout aussi d\u00e9terminant : celui entre les promesses et les actes. En R\u00e9publique d\u00e9mocratique du Congo, les textes ne manquent pas. Il existe plusieurs lois visant \u00e0 prot\u00e9ger l\u2019environnement, \u00e0 encadrer l\u2019exploitation des ressources et \u00e0 pr\u00e9server les \u00e9cosyst\u00e8mes. Sur le papier, l\u2019engagement est bien pr\u00e9sent, presque rassurant.<\/p>\n\n\n\n

Mais dans la r\u00e9alit\u00e9, ces lois semblent souvent rester silencieuses. Leur application est fragile, leur suivi incertain et, surtout, les sanctions qui devraient les accompagner sont rarement effectives. Peu \u00e0 peu, l\u2019absence de cons\u00e9quences devient une habitude. On jette les d\u00e9chets sans crainte, on coupe les arbres sans retenue, et l\u2019espace public devient le reflet de cette absence de r\u00e9gulation. Ce n\u2019est pas tant l\u2019absence de r\u00e8gles qui pose probl\u00e8me que leur incapacit\u00e9 \u00e0 s\u2019appliquer pleinement dans le quotidien des citoyens.<\/p>\n\n\n\n

Tu \u00e9voques une question essentielle : celle de la justice climatique. Ici aussi, ce sentiment est bien pr\u00e9sent. La RDC fait partie des pays qui ont tr\u00e8s peu contribu\u00e9 aux \u00e9missions mondiales et, pourtant, nous en subissons de plein fouet les cons\u00e9quences. Cela suscite parfois une forme de r\u00e9volte silencieuse : pourquoi devons-nous porter le poids d\u2019un probl\u00e8me que nous n\u2019avons pas cr\u00e9\u00e9 ?<\/p>\n\n\n\n

La question devient encore plus complexe lorsqu\u2019on parle de notre for\u00eat \u00e9quatoriale, celle du bassin du Congo. Elle est aujourd\u2019hui au c\u0153ur des discussions internationales, notamment \u00e0 travers les m\u00e9canismes de cr\u00e9dits carbone. Sur le papier, cela repr\u00e9sente une richesse \u00e9cologique inestimable. Mais sur le terrain, la r\u00e9alit\u00e9 est plus nuanc\u00e9e. Beaucoup de personnes se sentent prises dans un dilemme : pr\u00e9server la for\u00eat, oui, mais comment le faire lorsque les besoins \u00e9conomiques sont urgents et que la pauvret\u00e9 est omnipr\u00e9sente ?<\/p>\n\n\n\n

Ce n\u2019est pas un rejet de la protection de l\u2019environnement, bien au contraire. C\u2019est une interrogation sur l\u2019\u00e9quit\u00e9. Peut-on demander \u00e0 des populations en situation de pr\u00e9carit\u00e9 de renoncer \u00e0 exploiter leurs ressources sans leur offrir d\u2019alternatives concr\u00e8tes ?<\/p>\n\n\n\n

En tant qu\u2019\u00e9tudiante en \u00e9conomie du d\u00e9veloppement, je ne peux dissocier la question climatique de celle de la justice sociale. Pour moi, prot\u00e9ger l\u2019environnement et lutter contre la pauvret\u00e9 ne devraient pas \u00eatre des objectifs oppos\u00e9s, mais des d\u00e9fis \u00e0 relever simultan\u00e9ment. Pourtant, dans la r\u00e9alit\u00e9, cet \u00e9quilibre est difficile \u00e0 atteindre.<\/p>\n\n\n\n

Je serais tr\u00e8s curieuse de savoir comment ces tensions se manifestent en Inde. Ressentez-vous aussi ce dilemme entre d\u00e9veloppement et pr\u00e9servation ? Quelles sont les principales difficult\u00e9s rencontr\u00e9es dans la sensibilisation et la mise en \u0153uvre des politiques climatiques ?<\/p>\n\n\n\n

Je crois profond\u00e9ment que ces \u00e9changes sont essentiels. Ils nous permettent de mieux comprendre, au-del\u00e0 des chiffres et des discours, ce que signifie r\u00e9ellement vivre le changement climatique.<\/p>\n\n\n\n

Dear Marguerite,<\/p>\n\n\n\n

Thank you so much for your letter. Reading it felt like being introduced to a place I had never properly imagined before. I knew of Bukavu only as a name on a map, and now I can picture myself on the shores of Lake Kivu, the green spaces where you played as a child, and the slow, quiet way things have changed around you.<\/p>\n\n\n\n

What struck me most in your letter was your point about laws that exist on paper but are rarely enforced in practice. I want to be honest with you: when I read that, my first reaction was one of recognition rather than surprise. In India, we face the same problem, and it is something I think about a lot as a law student. We have environmental protection laws, landmark court judgments, and constitutional provisions that recognize the right to a clean environment. Yet, the air in Delhi during winter is among the most polluted in the world. The gap between what is written and what is lived is enormous, and what’s frustrating is that this gap results from weak enforcement, political pressure from industries, and a general sense that there will be no real consequences. What you said about the absence of consequences becoming a habit really resonated with me. Once people realize that a law has no teeth, it stops existing in any meaningful way.<\/p>\n\n\n\n

Your question about the dilemma between development and environmental preservation is one I find genuinely difficult to answer, and I want to respond honestly rather than simply give you the official version. India is a country where hundreds of millions of people still live in poverty, and where access to electricity, clean water, and a stable income is not guaranteed for a large part of the population. So, when a new highway is built through a forested area, or when a dam displaces a river community, the people who defend those projects are not always wrong to point out that development has real human stakes. I understand that argument. At the same time, I find it difficult to accept when it becomes a reason to avoid environmental protection altogether, or when it turns into a blanket excuse rather than a genuine dilemma.<\/p>\n\n\n\n

I think what your letter made me realize is that this tension looks different depending on where you stand. In India, the conversation about development versus the environment often takes place in cities, in courts, and in newspapers, while the people most affected by both deforestation and poverty are rarely the ones in the room. I imagine something similar might be true in the DRC, and I would be curious to know whether ordinary people in Bukavu feel heard in these conversations, or whether decisions about the Congo Basin forest feel as though they are made somewhere far away from them\u2014far away from the people whose voices matter most.<\/p>\n\n\n\n

Your point about climate justice also stayed with me. The DRC contributes almost nothing to global emissions and yet lives with some of the most direct consequences. That is a moral problem that I don’t think the international community has seriously reckoned with. In India, we experience a version of this as well. India’s historical emissions are only a fraction of what wealthy industrialized nations have released into the atmosphere over the past century, and yet we are expected to transition away from coal with the same pace and urgency as countries that built much of their wealth on it. I find that genuinely unfair, even though I also believe that climate action cannot wait. Holding both of those ideas at the same time is uncomfortable, but I think it is the most honest position.<\/p>\n\n\n\n

I am also curious about the carbon credit mechanisms related to the Congo Basin forest. From what I understand, these are arrangements in which wealthier countries essentially pay to preserve the forest as a way of offsetting their own emissions. I would love to know what you think of these mechanisms. Do people in the DRC see them as a fair exchange, or does it feel more like the rest of the world is placing the burden of its own excess on your country’s land?<\/p>\n\n\n\n

C\u2019est un immense plaisir de recevoir une r\u00e9ponse de ta part. Lire ta lettre m\u2019a donn\u00e9 l\u2019impression de voyager \u00e0 travers les mots, comme si, entre les lignes, je traversais des paysages qui m\u2019\u00e9taient inconnus. Tes mots m\u2019ont rapproch\u00e9e de ta r\u00e9alit\u00e9 et m\u2019ont permis de mieux comprendre les d\u00e9fis environnementaux auxquels vous faites face en Inde : ces lois qui existent mais dont les effets semblent parfois se dissiper avant m\u00eame d\u2019atteindre le quotidien des populations, ces changements silencieux qui transforment peu \u00e0 peu les lieux et les vies.<\/p>\n\n\n\n

En effet, cette id\u00e9e des lois qui existent sur le papier mais qui peinent \u00e0 exister dans les faits, Plus j\u2019y r\u00e9fl\u00e9chis, plus je pense que le probl\u00e8me n\u2019est pas r\u00e9ellement la mani\u00e8re dont les lois sont \u00e9crites. Les textes, dans bien des cas, sont d\u00e9j\u00e0 l\u00e0 ; les principes existent, les r\u00e8gles sont formul\u00e9es. Le v\u00e9ritable d\u00e9fi semble \u00eatre leur application. Une loi sans cons\u00e9quence ressemble un peu \u00e0 un arbre sans racines : elle para\u00eet solide lorsqu\u2019on la regarde de loin, mais elle ne r\u00e9siste pas au premier vent.<\/p>\n\n\n\n

Je pense que les gouvernements devraient \u00eatre plus rigoureux dans l\u2019\u00e9tablissement des cons\u00e9quences, qu\u2019elles soient n\u00e9gatives ou positives. Toute action qui nuit \u00e0 l\u2019environnement, m\u00eame la plus petite en apparence, devrait entra\u00eener une cons\u00e9quence suffisamment forte pour emp\u00eacher qu\u2019elle devienne une habitude. Jeter une simple bouteille plastique sur un trottoir peut sembler anodin, mais parfois les plus grands d\u00e9sastres naissent de la r\u00e9p\u00e9tition de gestes consid\u00e9r\u00e9s comme insignifiants. De la m\u00eame mani\u00e8re, les actes positifs devraient eux aussi \u00eatre r\u00e9compens\u00e9s. Une personne qui contribue activement au bien-\u00eatre de sa communaut\u00e9 ou qui participe \u00e0 la protection de l\u2019environnement devrait voir ses efforts valoris\u00e9s. Une soci\u00e9t\u00e9 ne se construit pas uniquement en punissant les erreurs ; elle se construit aussi en encourageant les comportements que l\u2019on souhaite voir grandir.<\/p>\n\n\n\n

Concernant le d\u00e9bat entre d\u00e9veloppement et protection de l\u2019environnement, je partage \u00e9galement ton avis : ces deux r\u00e9alit\u00e9s ne devraient pas s\u2019opposer. Elles devraient avancer c\u00f4te \u00e0 c\u00f4te plut\u00f4t que se regarder comme deux adversaires sur un champ de bataille. Je pense qu\u2019une mani\u00e8re de rapprocher ces deux objectifs serait d\u2019investir davantage dans les industries vertes. Les gouvernements pourraient soutenir de mani\u00e8re importante les entreprises \u00e9coresponsables et, inversement, faire contribuer davantage les entreprises dont les activit\u00e9s sont fortement polluantes. Les ressources obtenues pourraient ensuite servir \u00e0 financer des alternatives plus durables.<\/p>\n\n\n\n

Je crois qu\u2019un tel syst\u00e8me pourrait produire bien plus qu\u2019une simple am\u00e9lioration environnementale : il pourrait aussi devenir une r\u00e9ponse sociale. Dans des pays comme l\u2019Inde et plus encore en RDC, o\u00f9 une grande partie de la population vit dans des conditions \u00e9conomiques difficiles, ces investissements pourraient cr\u00e9er de nouveaux emplois et offrir de nouvelles opportunit\u00e9s. Lorsqu\u2019une personne poss\u00e8de une source de revenus stable, elle peut davantage acc\u00e9der \u00e0 des choix plus responsables et moins destructeurs pour l\u2019environnement.<\/p>\n\n\n\n

Tu \u00e9voquais \u00e9galement cette question des d\u00e9cisions prises loin des populations qui en subissent pourtant les cons\u00e9quences directes. Dans mon pays, cela est particuli\u00e8rement visible lorsqu\u2019il s\u2019agit des populations autochtones. Je pense notamment aux peuples pygm\u00e9es vivant dans la for\u00eat \u00e9quatoriale. Pour eux, la for\u00eat n\u2019est pas simplement une ressource naturelle : elle est leur maison, leur histoire, leur m\u00e9moire et parfois m\u00eame leur identit\u00e9 enti\u00e8re. Pourtant, ces populations demeurent tr\u00e8s peu repr\u00e9sent\u00e9es dans les d\u00e9cisions prises concernant ces espaces qui sont pourtant les leurs.<\/p>\n\n\n\n

Cela me ram\u00e8ne directement \u00e0 la question des cr\u00e9dits carbone autour de la for\u00eat \u00e9quatoriale de la RDC. Je reconnais qu\u2019il s\u2019agit d\u2019une initiative qui peut avoir des intentions positives. Cependant, nous avons parfois le sentiment que son impact r\u00e9el demeure difficile \u00e0 percevoir pour les populations concern\u00e9es. Plus profond\u00e9ment encore, il existe parfois l\u2019impression que les pays ayant largement b\u00e9n\u00e9fici\u00e9 d\u2019une industrialisation intensive souhaitent aujourd\u2019hui limiter les possibilit\u00e9s de d\u00e9veloppement d\u2019autres pays qui n\u2019ont pas encore connu le m\u00eame parcours.<\/p>\n\n\n\n

Je crois que la justice climatique ne devrait pas seulement consister \u00e0 compenser les cons\u00e9quences de la pollution par des m\u00e9canismes financiers. Elle devrait aussi impliquer une r\u00e9duction r\u00e9elle et consid\u00e9rable des \u00e9missions par les pays qui ont historiquement le plus contribu\u00e9 \u00e0 cette situation. Les effets des \u00e9missions produites depuis la r\u00e9volution industrielle sont d\u00e9j\u00e0 ressentis par nos g\u00e9n\u00e9rations actuelles. Et parfois je me demande avec inqui\u00e9tude : si nous ressentons d\u00e9j\u00e0 autant les cons\u00e9quences du pass\u00e9, qu\u2019en sera-t-il des g\u00e9n\u00e9rations qui viendront apr\u00e8s nous ?<\/p>\n\n\n\n

Au lieu de transmettre aux g\u00e9n\u00e9rations futures un avenir charg\u00e9 d\u2019incertitudes, nous devons r\u00e9duire aujourd\u2019hui ce qui menace leur demain. Les pays d\u00e9velopp\u00e9s pourraient ainsi concentrer davantage leurs efforts vers les industries vertes et vers une r\u00e9duction r\u00e9elle de leur empreinte environnementale.<\/p>\n\n\n\n

Mais au-del\u00e0 des \u00c9tats et des grandes d\u00e9cisions politiques, je crois aussi que le changement commence \u00e0 une \u00e9chelle plus discr\u00e8te : celle de l\u2019individu. Chaque geste compte, qu\u2019il soit positif ou n\u00e9gatif. Une bouteille abandonn\u00e9e sur un trottoir peut sembler n\u2019\u00eatre qu\u2019un d\u00e9tail ; pourtant les catastrophes commencent parfois par une accumulation de d\u00e9tails. \u00c0 l\u2019inverse, un geste positif, aussi petit soit-il, poss\u00e8de lui aussi une valeur immense. Une goutte d\u2019eau semble insignifiante seule, mais ce sont des millions de gouttes qui forment les oc\u00e9ans.<\/p>\n\n\n\n

Et c\u2019est peut-\u00eatre ainsi que nous pourrons r\u00e9concilier d\u00e9veloppement et environnement : par une conscience individuelle qui se transforme progressivement en responsabilit\u00e9 collective, puis en engagement politique. Car ces questions ne concernent pas seulement notre pr\u00e9sent ; elles concernent aussi l\u2019avenir de l\u2019humanit\u00e9 enti\u00e8re.<\/p>\n\n\n\n

Je suis heureuse que ce projet nous ait permis d\u2019\u00e9changer bien plus que des lettres : des id\u00e9es, des r\u00e9alit\u00e9s et peut-\u00eatre aussi une mani\u00e8re diff\u00e9rente de regarder notre monde.<\/p>\n\n\n\n
