Comparing Antwerp and Recife, they discuss water-sensitive design, cultural identity, urban inequality, and community participation, highlighting shared challenges and locally grounded pathways toward sustainable urban futures.<\/strong><\/p>\n\n\n\n<p class=\"has-vivid-red-color has-text-color has-link-color has-x-large-font-size wp-elements-8308b5a9d0adb824ad08e7d3cd66da26 wp-block-paragraph\"><strong>LETTER 1<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">EVE THIERS<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aan mijn penvriend,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beste Denilson,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ik heb erg uitgekeken naar deze nieuwe ervaring. In alle tijden is het van belang om te communiceren en banden aan te gaan met mensen en maatschappijen die dichter bij of verder van ons zijn. In groepsverband staan we sterker om een positieve verandering te maken in de wereld. Ik ben erg ge\u00efnteresseerd in jouw inzichten als student in Brazili\u00eb, maar ook licht nerveus om als eerste deze briefwisseling te starten en uiteraard nieuwsgierig waartoe dit gesprek ons kan brengen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aangezien we zullen schrijven over SDG 11 \u201cMake cities and human settlements inclusive, safe, resilient and sustainable\u201d, wilde ik je allereerst de reden meedelen waarom ik graag over dit thema wilde spreken. Deze luidt namelijk als volgt: het is een basisrecht dat ieder mens kan leven in een mensvriendelijke omgeving. Daarbij is een huis slechts een thuis wanneer je je geen zorgen hoeft te maken over je gezondheid, zowel fysiek als mentaal. Het hoort aan bepaalde standaarden te voldoen. Velen leven in onmenselijke omstandigheden, met nauwelijks\/geen toegang tot de basisbenodigdheden. Mijn ouders zijn beiden opgeleid in de (landschaps)architectuur en stedenbouw, met een specifieke aandacht voor verduurzaming en ecologisch bouwen. Daarmee ben ik dus van kleins af aan in aanraking gekomen met heel wat betrokken informatie. Uiteraard heb ik los hiervan nog mijn eigen onderzoek gedaan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Door de toenemende verstedelijking en het feit dat meer dan de helft van de wereldbevolking in steden woont, heeft het kopen van een huis een crisispiek bereikt. Meer dan 3 miljard mensen ondervinden moeilijkheden bij het financieren van hun woning. 1,12 miljard mensen wonen in sloppenwijken of informele nederzettingen die niet over voldoende basisvoorzieningen beschikken. Europa ondervindt minder zware hinder door sterke regelgeving en financi\u00eble steunsystemen, maar dat betekent niet dat deze problemen bij ons onbekend zijn. Klimaatgevaren verhogen de kwetsbaarheden in steden en open groene gebieden zijn aan het verdwijnen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Om de crisis van betaalbare huisvesting aan te pakken, is het essentieel om informele en sociale huisvesting te verbeteren, terwijl de private markt wordt gestimuleerd om de lage inkomensgroepen effectiever te ondersteunen. In Europa (en Noord-Amerika) was in 2023 de gemiddelde woonkostenlast gelijk aan 21,4%. Ik vermoed (en ik hoop dat ik correct ge\u00efnformeerd ben) dat dit bij jullie op een waarde van 30% kwam. Dit percentage lijkt op het eerste zicht niet erg veel te verschillen, maar als je dit zou omzetten naar het aantal mensen dat hiertoe behoort, lijken deze cijfers plots een heel stuk groter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ik woon in Belgi\u00eb, waar het bijna onwaarschijnlijk lijkt dat niet iedereen, net zoals ik, een dak boven het hoofd heeft. Daarom wil ik me er keer op keer aan herinneren om dankbaar te zijn om hier te mogen opgroeien, zonder al te veel zorgen. Desondanks moet ik niet ver reizen om geconfronteerd te worden met de woonsituaties in bepaalde delen van bijvoorbeeld Brussel of Antwerpen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Belgi\u00eb is de voortgang op SDG 11 een verhaal van twee tegenstrijdige aspecten: hoewel de toegang tot basisdiensten en de veiligheid in de openbare ruimte doorgaans goed scoren, heeft mijn land nog steeds aanhoudende problemen met huisvesting, mobiliteit en milieukwaliteit. Een toenemend percentage van de Belgische bevolking besteedt meer dan 40% van zijn\/haar inkomen aan wonen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hoewel de normen streng zijn, heeft een groot aantal oudere woningen te maken met ernstige problemen zoals vocht, slechte isolatie of verouderde verwarmingssystemen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Belgi\u00eb heeft een van de meest versnipperde landschappen van Europa. De historische spreiding van woningen maakt het kostbaar en ingewikkeld om openbaar vervoer en nutsvoorzieningen op een effici\u00ebnte manier te organiseren.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In stedelijke centra zoals Antwerpen, Brussel en Gent zijn de concentraties fijnstof en stikstofdioxiden vaak nog hoger dan de strengere richtlijnen van de WHO (Wereldgezondheidsorganisatie), wat leidt tot directe gezondheidsrisico\u2019s. Dit komt voornamelijk omdat de auto nog steeds centraal staat in het personenvervoer, wat resulteert in fileproblemen (ook wanneer ik de bus naar de les wil nemen) en een trage daling van de emissies in de transportsector.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wist je dat Belgi\u00eb internationaal uitstekend presteert op het gebied van \u201ctoegang tot openbare ruimte\u201d, maar de kwaliteit en het onderhoud van deze ruimte vaak onder druk staan door het intensieve gebruik en financi\u00eble beperkingen bij lokale autoriteiten? Dit is bijvoorbeeld goed te zien aan de toestand van bepaalde tram- en treinstations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Als student Conservatie-Restauratie krijg ik steeds te maken met het concept van \u2018erfgoed\u2019. Het heeft zelfs een essenti\u00eble rol in SDG 11, maar wordt vaak over het hoofd gezien. In Belgi\u00eb, waar de historische centra van steden zoals Brugge, Gent, Antwerpen en Brussel de basis vormen van de stedelijke identiteit, is erfgoed onlosmakelijk verbonden met duurzaamheid. De woning die al in gebruik is, is de meest duurzame. Het behoud en herzien van historisch erfgoed leiden tot een besparing van de aanzienlijke energie- en grondstoffenhoeveelheid die vereist is voor nieuwbouw.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Erfgoed omvat niet alleen \u201coude stenen\u201d, maar ook de gezamenlijke herinnering van een gemeenschap. Het investeren in openbaar erfgoed, zoals parken rondom kastelen of historische pleinen, zorgt voor ontmoetingsplaatsen die de leefbaarheid en veiligheid van een wijk bevorderen. Belgi\u00eb staat voor de uitdaging om erfgoed op een manier te beheren die niet resulteert in gentrificatie, maar wel kansen cre\u00ebert voor diverse groepen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Historische steden beschikken vaak over een structuur die niet is aangepast aan de huidige klimaatproblemen, zoals hittestress en overlast door water.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hoe kun je een beschermd monument isoleren zonder de historische waarde aan te tasten? Belgi\u00eb is druk bezig met innovaties, zoals isolerende kalkpleisters of vacu\u00fcmglas, om erfgoed energiezuinig te maken.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Daarbij zijn veel historische steden opgericht rondom waterwegen die in de loop der jaren zijn overwelfd of dichtgelegd. Het openen van deze vlieten draagt bij aan het herstel van het erfgoed en ondersteunt de afkoeling van de stad en het bufferen van water.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In plaats van erfgoed als een obstakel voor ontwikkeling te beschouwen, wordt het in Belgi\u00eb steeds vaker gebruikt als middel voor veerkracht. Door historische methoden, zoals dikke muren voor natuurlijke koeling, te integreren met hedendaagse technologie, worden onze steden niet alleen duurzamer, maar behouden ze ook hun bijzondere karakter en menselijke schaal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dan is er nog de kwestie van immaterieel erfgoed, dat mensen verbindt die elkaar in hun dagelijks leven misschien niet zouden ontmoeten. Immaterieel erfgoed blijft dynamisch. In Belgische steden merk je dat er nieuwe tradities ontstaan of dat oude tradities zich aanpassen aan de diverse bevolking, waardoor nieuwkomers sneller een plek vinden binnen de lokale gemeenschap.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voor het herstel van onze steden is het essentieel om bekend te zijn met traditionele bouwtechnieken, zoals kalken, smeden of houtbewerking. Door dit vakmanschap te behouden, zorg je voor lokale werkgelegenheid die niet zomaar naar lageloonlanden kan worden verplaatst.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ook de Belgische biercultuur en frietkotcultuur, die beiden door UNESCO zijn erkend, trekken bezoekers die de lokale horeca ondersteunen, wat de economische levensvatbaarheid van stedelijke gebieden versterkt.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ondanks zijn aanzienlijke rol staat het immaterieel erfgoed onder druk. Talrijke tradities zijn gebaseerd op de steun van oudere vrijwilligers. Zonder de komst van jongeren staat deze sociale structuur op het punt te verdwijnen. Eveneens is er in de stad fysieke ruimte vereist voor tal van immaterieel erfgoed, zoals stoeten, markten en ambachtelijke werkplaatsen. Vanwege de hoge vastgoedprijzen worden deze activiteiten af en toe naar de rand verdreven.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Desondanks zorgt immaterieel erfgoed ervoor dat een stad menselijk wordt. Zonder deze levendige tradities zou een stad slechts een verzameling duurzame gebouwen zijn, maar geen \u201cgemeenschap\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ik zou over dit onderwerp kunnen blijven spreken, maar voor nu hou ik het hierbij en wil ik je de kans geven om deze brok aan informatie te verwerken. Hopelijk heb ik je een eerste inkijk kunnen geven in het functioneren van ons systeem en de thema\u2019s die me in zekere zin bezighouden tijdens mijn opleiding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Met veel enthousiasme wacht ik op jouw visie!<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Je penvriendin, <\/p>\n\n\n\n<p class=\"has-vivid-red-color has-text-color has-link-color has-x-large-font-size wp-elements-ef9cb738dec331a8b781661e4ae08025 wp-block-paragraph\"><strong>LETTER 2<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DENILSON RAFAEL<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Para minha amiga de Cartas,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Querida Eve,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00c9 rec\u00edproca essa espera pela nossa troca de experi\u00eancias. Demorei mais do que esperava devido \u00e0 minha correria em final de gradua\u00e7\u00e3o. Sua escrita \u00e9 muito clara e cativante, em v\u00e1rias partes da sua carta vi que existem pontos em que nossas cidades se tocam e enfrentam os mesmos problemas. Numa cidade anf\u00edbia como Recife, em que nasceu do encontro de dois rios que tamb\u00e9m desaguam no oceano, crescemos com essa voca\u00e7\u00e3o para as \u00e1guas. Falando sobre a ODS 11 \u2013 \u201cTornar as cidades e os assentamentos humanos inclusivos, seguros, resilientes e sustent\u00e1veis\u201d -, Recife est\u00e1 numa luta constante unindo entidades acad\u00eamicas, ativistas, ONGs para tirar a cidade da 16\u00aa posi\u00e7\u00e3o no ranking de cidade mais vulner\u00e1vel do mundo \u00e0s mudan\u00e7as clim\u00e1ticas (ONU, 2021). Embora essa informa\u00e7\u00e3o tenha sido feita h\u00e1 cinco anos, pesquisas continuam apontando que Recife \u00e9 uma das cidades mais vulner\u00e1veis do mundo. Para voc\u00ea entender bem o contexto, o estado de Pernambuco, cerca de 1 milh\u00e3o de pessoas vivem em \u00e1reas vulner\u00e1veis \u00e0s mudan\u00e7as clim\u00e1ticas e, segundo o Governo Federal, esse n\u00famero equivale a 11,6% da popula\u00e7\u00e3o brasileira e fica em 3\u00ba lugar no percentual de moradores em \u00e1reas de risco no Pa\u00eds. Para encerrar essa chuva de dados, segundo o levantamento do Tribunal de Contas de Pernambuco (TCE), 83% das cidades n\u00e3o t\u00eam fundo municipal de Defesa Civil, o que levou, em 2022, \u00e0 vida de 133 mortos e milhares de desabrigados.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Isso prova que desigualdade urbana e a crise clim\u00e1tica est\u00e3o diretamente conectadas e, nas palavras de Raquel Ludermir, gerente de incid\u00eancia pol\u00edtica da Habitat Brasil: \u201cA crise habitacional empurra pessoas para \u00e1reas de risco\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ano passado participei de um Workshop internacional numa cooperativa entre a ARIES, UNICAP e Central Saint-Martins (Londres), em que fizemos um laborat\u00f3rio vivo sobre resili\u00eancia urbana integrada \u2013 social, clim\u00e1tica e econ\u00f4mica. Foi essencial para definir minha voca\u00e7\u00e3o ao urbanismo e estudos macros da cidade. Desde o primeiro contato com o urbanismo, no 5\u00ba semestre, fiquei fascinado e apaixonado pelas an\u00e1lises urbanas. Atualmente concentro meus estudos finais de gradua\u00e7\u00e3o no centro do Recife, mais especificamente do bairro do Recife \u2013 aquele que deu origem \u00e0 cidade. E aproveitando que fa\u00e7o pesquisa cient\u00edfica sobre rotas estrat\u00e9gicas para reabilitar no bairro, decidi apontar meu projeto final de gradua\u00e7\u00e3o l\u00e1 tamb\u00e9m. Retorno a este ponto mais adiante.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sabemos que Recife vive uma desigualdade urbana de investimentos gigantesca e \u00e9 aqui onde eu quero entrar como o cora\u00e7\u00e3o da minha carta: a mercantiliza\u00e7\u00e3o da nossa paisagem. Desde o s\u00e9c. XIX, com as pol\u00edticas higienistas e de reformas de \u201cmelhoria\u201d, fragmentos urbanos foram criados, espa\u00e7os foram especularizados e popula\u00e7\u00f5es pobres foram constantemente marginalizadas e ignoradas no planejamento urbano. Dando um pulo grande no contexto hist\u00f3rico para ser mais breve, eu gostaria muito de inserir imagens das rupturas na paisagem cultural causadas por este fen\u00f4meno de mercantiliza\u00e7\u00e3o, s\u00f3 assim se tem ideia do que est\u00e1 acontecendo nas \u00faltimas d\u00e9cadas na cidade do Recife. O solo urbano deixou de ser um direito b\u00e1sico, defendido pela ODS 11, e passou a ser um ativo financeiro. Isso n\u00e3o \u00e9 somente culpa do mercado imobili\u00e1rio, na verdade penso ele como um catalisador de transforma\u00e7\u00f5es urbanas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A grande quest\u00e3o est\u00e1 no poder p\u00fablico como agente facilitador de fragmentos urbanos, fulano defende que desde o final da d\u00e9cada de 1990, mudan\u00e7as nas legisla\u00e7\u00f5es foram a principal porta aberta para o mercado imobili\u00e1rio, e a resposta mais clara e gritante est\u00e1 n\u00e3o s\u00f3 numa mudan\u00e7a tipol\u00f3gica e na ruptura da paisagem, est\u00e1 na vida urbana: interfaces arquitet\u00f4nicas j\u00e1 n\u00e3o d\u00e3o mais aquela vitalidade para as ruas; fachadas cegas, muros sem permeabilidade alguma e at\u00e9 pior: o tal do edif\u00edcio p\u00f3dio \u2013 \u00e9 uma tipologia mista que integra o tipo torre e o tipo bloco no t\u00e9rreo. Em outras palavras ele tem os primeiros quatro pavimentos para garagem, t\u00e9rreo apenas uma portaria (sem loja, com\u00e9rcio ou servi\u00e7o) e a \u201cvigil\u00e2ncia social\u201d defendida por Jacobs fica cada vez mais suprimida pela dist\u00e2ncia de implanta\u00e7\u00e3o da torre para a rua.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Exemplo mais emblem\u00e1tico dessa nova forma da cidade \u00e9 o que aconteceu com o Cais Jos\u00e9 Estelita e o projeto \u201cNovo Recife\u201d: uma discrepante mudan\u00e7a na paisagem, configura\u00e7\u00e3o urbana e frente d\u2019\u00e1gua: constroem-se torres imensas, verdadeiros espig\u00f5es de luxo que barram a ventila\u00e7\u00e3o, privatizam o horizonte e ignoram a escala humana. Em minha opini\u00e3o, o movimento social \u2018Ocupe o Estelita\u2019 real\u00e7ou a ideia de que a frente mar\u00edtima est\u00e1 sendo \u201climpa\u201d e \u201chigienizada\u201d para o turismo e popula\u00e7\u00f5es de m\u00e9dio a alto padr\u00e3o, enquanto a fun\u00e7\u00e3o social est\u00e1 sendo cada vez mais suprimida, e o \u201csentido comum\u201d est\u00e1 fora do planejamento urbano. Estamos vendo a alma da cidade ser vendida, um processo de \u201cUrbanaliza\u00e7\u00e3o\u201d \u2013 em que a cidade vira um produto gen\u00e9rico, sem identidade, feita apenas para o consumo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mas ent\u00e3o, como a gente sai dessa? A ODS 11 defende em suas premissas habita\u00e7\u00e3o acess\u00edvel, transporte sustent\u00e1vel, urbaniza\u00e7\u00e3o inclusiva, patrim\u00f4nio cultural e material, redu\u00e7\u00e3o de impacto ambiental, etc. \u00c9 aqui que o desenho urbano entra n\u00e3o como um \u201cembelezamento\u201d ou uma l\u00f3gica exclusivista de desenhar a cidade, mas como uma ferramenta pol\u00edtica e social. O meu projeto de gradua\u00e7\u00e3o busca subverter essa l\u00f3gica atual de desenhar a cidade \u2013 em que o poder est\u00e1 nas m\u00e3os dos propriet\u00e1rios dos lotes e no que a legisla\u00e7\u00e3o lhe permite, sem haver um desenho pr\u00e9vio de quadras como defende Christian Portzamparc \u2013 para um desenho com urbanidade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eu quero encerrar narrando um pouco do meu projeto. Ele est\u00e1 localizado dentro do Porto do Recife, na sua \u00e1rea operacional que atualmente cont\u00e9m glebas ociosas devido ao deslocamento da maioria de suas atividades para o litoral sul do estado, no Porto de Suape. Como existe um Plano Diretor do Porto do Recife, que est\u00e1 buscando o setor privado para uma regenera\u00e7\u00e3o de suas \u00e1reas ociosas, meu objeto de estudo busca propor um redesenho urbano mostrando a viabilidade econ\u00f4mica e lucrativa de um desenho que respeite e dialogue com a paisagem cultural e n\u00e3o suprima a mem\u00f3ria patrimonial portu\u00e1ria.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">O desenho urbano precisa ser o mediador desses conflitos. No lugar da mercantiliza\u00e7\u00e3o, eu busco a permeabilidade. Imagine transformar os antigos armaz\u00e9ns ociosos n\u00e3o em shoppings, mas em equipamentos h\u00edbridos que misturem habita\u00e7\u00e3o social, cultura e com\u00e9rcio de rua. O foco \u00e9 o pedestre, a escala do olho, a \u201cvigil\u00e2ncia social\u201d que acontece quando as pessoas ocupam a rua de verdade. Meu objetivo \u00e9 mostrar que \u00e9 poss\u00edvel ter densidade \u2014 adensar o centro \u00e9 sustent\u00e1vel \u2014 sem precisar construir torres de 40 andares que destroem a paisagem cultural. A gente pode ter uma cidade compacta, com fachadas ativas e espa\u00e7os de conviv\u00eancia que respeitem o nosso DNA h\u00eddrico.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">O desenho urbano que eu acredito \u00e9 aquele que \u201ccostura\u201d o que a mercantiliza\u00e7\u00e3o rasgou. \u00c9 o desenho que prev\u00ea parques que podem inundar sem destruir a infraestrutura, que valoriza as torres sineiras das nossas igrejas hist\u00f3ricas e que garante que o morador do Pilar, aqui no Recife Antigo, n\u00e3o seja apenas um figurante na pr\u00f3pria hist\u00f3ria. No fim das contas, a arquitetura tem que servir para reconciliar o cidad\u00e3o com a sua \u00e1gua e com o seu direito de pertencer ao lugar, sem precisar pedir licen\u00e7a ao mercado imobili\u00e1rio para ver o p\u00f4r do sol no cais.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00c9 um desafio imenso tirar essas ideias do papel, mas \u00e9 o \u00fanico caminho que eu vejo para que o Recife n\u00e3o se torne apenas um cen\u00e1rio bonito e vazio, mas continue sendo uma cidade viva, pulsante e, acima de tudo, de todos n\u00f3s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Para mim, Eve, foi um prazer ter essa troca contigo. Aprendi muito e vi que Antu\u00e9rpia e Recife est\u00e3o estritamente conectadas. Ik waardeer het altijd wanneer ik zie dat iemand met veel aandacht en passie zich inzet voor het schrijven over het onderwerp waarover hij of zij gepassioneerd is. Om die reden hoop ik jou te kunnen evenaren met mijn laatste brief. Ik ben eigenlijk meteen begonnen met schrijven na het lezen van de jouwe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Je noemt Recife een \u201camfibische stad\u201d en verwijst naar een \u201cwater-DNA\u201d. Ik ben behoorlijk nieuwsgierig naar de werking van je project met \u201cinundeerbare parken\u201d. Zou je hierover meer informatie willen geven? Om dieper in te gaan op de overeenkomsten tussen de kwetsbaarheid van Recife en de problemen met wateroverlast in Belgi\u00eb, zou ik het willen vergelijken met Belgische idee\u00ebn zoals \u2018Watergevoelig Ontwerp\u2019 of \u2018Sponge Cities\u2019 als mogelijke oplossingen. Eerder heb ik het openleggen van overwelfde vlieten in Belgi\u00eb voor verkoeling en waterbuffering besproken.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Belgi\u00eb zijn er diverse strategie\u00ebn en richtlijnen voor het ontwerp van watergevoelige openruimtegebieden, waarbij uitsluitend openruimtefuncties zoals landbouw, natuur en bos toegestaan zijn. Dit houdt ook in dat het gebied wordt aangeduid als watergevoelig openruimtegebied, waardoor het niet langer haalbaar is om de oorspronkelijke bestemming te realiseren. Binnen deze gebieden is het dus niet mogelijk om nieuwe omgevingsvergunningen voor woningen of bedrijven te verkrijgen. Deze gebieden zijn ontworpen om het waterbergingsvermogen te behouden en voldoende ruimte voor water te voorzien. De Vlaamse Regering heeft eveneens richtlijnen opgesteld voor het ontwerp in deze regio\u2019s, waarbij de principes van het bouwen van overstromingsrobuust worden toegepast. Deze richtlijnen en strategie\u00ebn zijn ontwikkeld om overstromingsrisico\u2019s te beheersen en de bescherming van de open ruimte te garanderen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Het basisidee achter een Sponge City is simpel: werk samen met de natuur, niet ertegen. Deze benadering richt zich, in plaats van regenwater zo snel mogelijk af te voeren, op het opvangen, vertragen en benutten van water via ecologisch ontwerp. Het Sponge City-concept is gebaseerd op drie fundamentele principes. Allereerst: het vasthouden van water bij de bron door middel van voorzieningen zoals groene daken, waterdoorlatende bestrating en regentuinen. Deze maatregelen zorgen ervoor dat water in de grond kan sijpelen in plaats van dat drainagesystemen overbelast raken. Daarnaast moet de waterstroom worden vertraagd door gebruik te maken van aangelegde wetlands, bioswales en genaturaliseerde rivieroevers, wat de waterbeweging ondersteunt en het risico op onverwachte, verwoestende overstromingen vermindert. Uiteindelijk wordt water in laaggelegen gebieden omarmd door overstromingsgevoelige gebieden om te vormen tot parken, meren en stedelijke wetlands, wat een kwetsbaarheid omzet in een voordeel. Deze methode verlaagt niet alleen de risico\u2019s voor overstromingen, maar bevordert ook de biodiversiteit, de luchtkwaliteit en de stadse schoonheid. Daarnaast dragen Sponge Cities bij aan bredere inspanningen voor klimaatadaptatie door het grondwater aan te vullen en de effecten van hitte-eilanden te verlichten.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Je hebt opgemerkt dat de crisis in de volkshuisvesting mensen naar risicogebieden drijft. De overheid moet stappen ondernemen die het kwalitatieve aanbod in de diverse deelsegmenten verhogen en tegelijkertijd de energie-effici\u00ebntie verbeteren. Een eerste succesvolle stap (ter illustratie) is het systeem van traditioneel huren. Private initiatiefnemers ontvangen hierbij een subsidie of lening om kwalitatieve en betaalbare huurwoningen te cre\u00ebren. Dit bevordert het opstarten van gemengde projecten waarin sociale huur, betaalbare huurwoningen en traditionele huurwoningen samenkomen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Je hebt het idee \u201cUrbanaliza\u00e7\u00e3o\u201d, dat de stad als een algemeen consumptieproduct zonder een specifieke identiteit beschouwt, ge\u00efntroduceerd. In het Nederlands kunnen we dit omschrijven als \u201cvervlakking\u201d: het verminderen van diepgang en karakter. Mijn studie Conservatie-Restauratie kan een effectief middel zijn tegen deze \u201cvervlakking\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Oude stenen zoals handgevormde bakstenen, zandsteen, kalksteen en hardsteen tonen eeuwenoude tekenen van menselijke inspanningen en lokale bouwtradities. Ze symboliseren niet alleen architecturale stijlen, maar ook de lokale cultuur en het vakmanschap. Het behoud van authentieke stenen en methoden maakt de geschiedenis tastbaar. Op deze wijze kunnen restauratieprojecten de authentieke sfeer, texturen en kleuren van historische gebouwen behouden of herstellen. Traditionele mortels, zoals kalkzandmortels, en de specifieke metseltechniek zijn cruciaal voor de duurzaamheid. Bij oude stenen kunnen moderne cementmortels resulteren in scheuren, vochtproblemen en verminderde ademendheid. Elke steensoort vertoont specifieke kenmerken met betrekking tot vochtopname, slijtage en verwering.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Restaurators maken gebruik van traditionele technieken om deze natuurlijke processen op een respectvolle manier te ondersteunen, in plaats van ze tegen te werken. Juist door die specifieke kalkmortel en handgevormde stenen te behouden, kunnen we in Antwerpen voorkomen dat we die \u2018urbanaliza\u00e7\u00e3o\u2019 ondergaan waar jij voor waarschuwt. Op welke manier kan een gebouw in Recife koel blijven zonder bijvoorbeeld \u201cde glazen muren\u201d in de hedendaagse bouw? Ik herinner me de kenmerkende Braziliaanse cobog\u00f3s, geperforeerde stenen die de wind doorlaten.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Historische stenen en traditionele methoden zijn onderdeel van een uitgebreidere erfgoededucatie. Ze laten ambachtelijk vakmanschap, regionale tradities en historische bouwtechnieken zien. In historische centra en monumenten dragen oude stenen bij aan de esthetische en culturele aantrekkingskracht, wat de lokale identiteit en toeristische waarden bevordert. Het hergebruik van oude stenen vermindert ecologische gevolgen van sloop en nieuwbouw. Traditionele bouwtechnieken dragen bij aan een duurzame en contextueel relevante benadering. Tijdens de restauratie en herbestemming van historische gebouwen worden oude stenen vaak gecombineerd met hedendaagse ontwerpen, waarbij het belangrijk is om de oorspronkelijke materialen en technieken te respecteren voor een visueel en structureel evenwicht. Erfgoedbeheerders, musea, architecten, restaurators en lokale overheden collaboreren om oude stenen te conserveren, te documenteren en op een waardevolle manier in hedendaagse contexten te integreren.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Oude stenen en traditionele bouwtechnieken zijn een essenti\u00eble verbinding tussen het verleden en het heden. Ze dienen niet alleen als bouwmaterialen, maar zijn ook dragers van cultuur, vakmanschap en geschiedenis. Binnen het beheer van erfgoed en de restauratie dragen ze bij aan authenticiteit, duurzaamheid en sociale relevantie; hun onderzoek, documentatie en het respectvol toepassen van traditionele technieken zijn cruciaal om historische kennis, esthetiek en identiteit over te brengen aan toekomstige generaties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aangezien jouw project zich richt op de haven van Recife, vroeg ik me af of je al eens hebt nagedacht over het immaterieel erfgoed dat daar aanwezig is. Zijn er bepaalde havengebruiken, verhalen van dokwerkers of tradities die je wilt behouden in je \u201chybride apparatuur\u201d? Het havengebied van Recife zou de oorsprong zijn van de Frevo en Maracatu, lokale muziek en dans. Op welke manier biedt jouw ontwerp ruimte voor deze straatcultuur, zodat het niet alleen een \u201cmooi plaatje\u201d is?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jouw perspectief op de haven van Recife doet me denken aan een zogenaamde uitspraak van Oscar Niemeyer: \u201cDe architectuur is slechts een invalshoek. Wat telt is het leven, wat telt is de mens.\u201d Hoewel zijn modernisme soms leidde tot losstaande iconen, lijkt jouw project juist de \u2018stadsstof\u2019 te willen herstellen die hij soms achterwege liet. Is het in een land met een sterke modernistische achtergrond lastig om mensen te overtuigen van een compacte stad met kleine straatjes en levendige gevels in plaats van de glimmende torens die momenteel het stadsbeeld domineren? Ik ben erg benieuwd naar de manier waarop de lokale gemeenschap, waaronder de inwoners van Pilar, wordt betrokken bij jouw plannen om te voorkomen dat hun geschiedenis slechts een decoratief element wordt in een gentrificatieproces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Weer kijk ik uit naar je antwoord!<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Je penvriendin, Eve<\/p>\n\n\n\n<p class=\"has-vivid-red-color has-text-color has-link-color has-x-large-font-size wp-elements-f2e2f1b5ee80e3d728431017e8e6b319 wp-block-paragraph\"><strong>LETTER 4<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DENILSON RAFAEL<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To my Pen Pal,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dear Eve,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What a joy to find you again in these lines. I confess your letter kept me thinking for days, because you did exactly what I love most about an exchange like ours: the idea of trading views, knowledge and provocations (in the good sense, haha). When I read that Dutch has the word \u201cvervlakking\u201d for what I called \u201cUrbanalization\u201d, I found it fascinating. \u201cFlattening\u201d, the loss of depth and character. That\u2019s exactly it!<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You asked me how my \u201cfloodable parks\u201d work, and I want to be honest about one thing first: here in Recife this idea is still taking its first steps, and that is precisely what makes it interesting. The concept behind it is the \u201csponge city\u201d, by the Chinese architect Kongjian Yu, who sadly passed away last year, the victim of an accident here in Brazil. Some friends of mine were at the Architecture Biennial, in the State of S\u00e3o Paulo, and had the chance to meet him and even take some photos with him, an irreplaceable loss. His critique resonates deeply with our reality: channelling and piping rivers was a solution designed for temperate countries, with moderate rainfall, and not for tropical cities like Recife, which get torrential, concentrated downpours. Instead of draining the water away as fast as possible, the logic is the opposite: to hold, slow down and return the water gently to the soil and to the river. Technically, these parks work as retention basins: they stay dry most of the year, become leisure space for the neighbourhood, and only accumulate water during heavy rains, releasing it bit by bit afterwards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Recife opened its first real floodable parks not long ago, the first one in 2024, on the bank of the Tejip\u00f3 river, in one of the most socially vulnerable areas of the city. But there was also an emblematic case of how NOT to do it: the Tamarineira Park, which the city government opened and which flooded in the very first rains. The administration tried to sell it as if it were a planned \u201cfloodable area\u201d, but the experts were blunt: it flooded, it was not designed to flood. The difference is everything. A real floodable park requires study of the soil, of permeability, of topography, and even of vegetation, because there are plants that boost infiltration and others that cannot stand sitting in waterlogged ground. This speaks directly to what you described about Belgium, those \u201cwater-sensitive green areas\u201d where only agriculture, nature and forest are allowed, with no new building permits. You shielded the water-storage capacity by law. Here we are still learning, the hard way, that water has a dynamic of its own and that going against it is to bury yourself. I got curious about something you mentioned in passing: the reopening of the \u201cculverted streams\u201d in Belgium for cooling. In Recife we did the opposite, we channelled and buried our streams, and today we are paying the bill. How does it work in practice, bringing a stream back to the surface over there? Is it something the population accepts well, or is there resistance because of the urban space it \u201csteals\u201d from the built city?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Your question about how a building in Recife keeps cool without the \u201cglass walls\u201d was spot on, and, fittingly, you yourself already brought the answer: the cobog\u00f3. This perforated element, which you remembered so well, is one of the greatest legacies of our tropical modern architecture, precisely the opposite of the glass tower that cooks from the inside and needs air conditioning all day long. The cobog\u00f3 lets the wind through, filters our harsh sunlight and casts a living shadow on the fa\u00e7ade. I loved the parallel you drew with your Conservation-Restoration studies: your lime mortar, your hand-moulded bricks, they \u201cbreathe\u201d, while modern cement suffocates the old wall, cracks it, traps moisture. The cobog\u00f3, created here, is much loved for its versatility in look, form and use. Major projects, such as this year\u2019s ArchDaily International winner, were by Z\u00e9 Vagner, from here in Pernambuco, who renovated his mother\u2019s house and brought in the idea of the cobog\u00f3 working as cross ventilation, which produced an effect of light and shadow I can\u2019t even measure. If you\u2019d like to see it, just google \u201cCasa de Mainha\u201d, that\u2019s the name of the incredible project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reaching another layer of our letter, hahaha\u2026 The Port of Recife sits inside an island, the Bairro do Recife, which is the neighbourhood that gave birth to the city. It is not just a port: it is an island full of socio-territorial fragments, with a port and commercial vocation, that only became a cultural hub in the 20th century, when bohemia arrived, and with it the sailors and the courtesans who filled that nightlife. You asked about the intangible heritage, and it is huge: the area is the cradle of frevo and maracatu, which were born right next to the port. One of my premises, beyond the morphological stitching of the urban fabric, is exactly to connect these cultural spaces. Because today the port\u2019s territory is a closed yard, with private access, disconnected from the island, with very little access to the waterfronts. It is what Kevin Lynch calls a fragmentary edge, where the landscape is obstructed by elements and we cannot take it in as a whole.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And here comes the point that perhaps answers your question about gentrification. In 2014, the port did something important: it leased its idle plots for tourist and cultural use. And the result was tremendous vitality, a positive and concrete change in the landscape once they requalified the warehouses. Today the non-operational part of the port houses the Cais do Sert\u00e3o Museum, Accenture, a well-regarded technology company, the maritime passenger terminal, and so on. In other words, the port has already proven to itself that this initiative works. For me that is essential, because I am not proposing a fantasy, I am proposing to expand a logic that the territory itself has already tested and approved. Drawing on the study of the \u00cele de Nantes, in France, I aim for a housing mix in which different social classes are included, and a service mix in which not only the technological anchor is served, but in which the port\u2019s current uses also remain, like the arrival of cruise ships and a cultural use for the silos.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But I am not naive, and that is why your provocation about the Pilar touches me so much. SDG 11 advocates affordable housing, inclusive urbanization, protection of cultural heritage and the reduction of environmental impact, and I like to think of it not as a distant target in a report, but as a ruler to measure whether my project is serving the city or only the market. I studied the great urban beautifications, like Baltimore in the United States and Porto Maravilha in Rio de Janeiro, and the conclusion is: they are insufficient to solve the housing question and the real regeneration of a layer of the city. They become postcards and push the poor to the margins. Even more so when it comes to something as singular as the Pilar community. And here SDG 11 and Lefebvre complement each other, because this is why I identify with Lefebvre and what he calls the right to the city, which for him is not only the right to come and go through the territory, but the right to act as a participant in the decisions about space, in the production of the territory and in tangible change. You asked how I involve the community so that their history doesn\u2019t become a decoration. My answer, still a work in progress, is to bring interviews and the views of the Pilar residents themselves into the project. On the occasions I spent in the community, I met former port workers, people who carry the living memory of that place. The port\u2019s management is idle today, but I have hope that change will come. I won\u2019t tell you I\u2019ve already solved this, that would be dishonest. It is the hardest knot in my work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As for your question of whether it is hard to convince a country with a modernist tradition to accept the compact city, of narrow streets and lively fa\u00e7ades, instead of the gleaming towers: it is, Eve, very much so. The gleaming tower sold itself as progress, and today the legacy of that is the so-called \u201cpodium building\u201d I told you about, with four floors of parking and a dead ground floor, no shops, no eyes on the street. Convincing people that the scale of the pedestrian is worth more than the view from the 30th floor is a cultural battle, not just a technical one.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, I was really glad about the Belgian rental system you described, in which private initiatives receive a subsidy or loan to create quality, affordable housing, mixing social, affordable and traditional rentals in the same project. It made me want to understand it better: in these mixed projects in Belgium, do the different income brackets really live together in the same building, or do they end up separated by block, by entrance, by floor? I ask because the greatest fear of anyone who studies housing here is that \u201cmixed\u201d becomes just a pretty word on paper, with the poor in one corner and the rich in another, never crossing paths on the stairs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eve, this exchange has been an enormous pleasure.
