Cordialement,

EMMANUEL NTAWINIGA Derrick.

Letter 2

Dear EMMANUEL NTAWINIGA Derrick,

First of all, thank you for your letter. It was truly a pleasure to read. I hope my letter also finds you and your family in good health. Likewise, the topic of education is very dear to my heart and I am extremely grateful to participate in such an informative exchange with you regarding the challenges and possible solutions to the educational system in disadvantaged contexts.

The continuous exclusion from education, let alone high-quality education, many children around the world continue to face today is very upsetting. A major issue in my home country Germany, is the exclusion of children with migratory backgrounds from education, especially that of a higher quality. This exclusion originates from the fact that many migrant children and their parents do not speak sufficient German. A substantial part of these children, therefore, struggle to succeed in school due to this language barrier, leading them not to fulfill their potential. To solve the issue of exclusion from education, as you said, innovative strategies are needed to ensure improved learning and equal access to education for all, but these are very hard to meet in practice. I will try my best to inform you about the main strategies used in Germany, as well as the challenges and solutions in their implementation.

An innovative strategy to improve learning and the quality of education for those disadvantaged applied in Germany concerns the distribution of funds within the educational system. The distribution of funds via the government used to be managed according to the number of students attending a school. However, now more and more, the allocation of government funds is being tailored to meet the specific needs of schools by considering the social-economic circumstances of schools and their students. Hence, schools and students in disadvantaged contexts are set to receive more funding. A challenge that arises with this strategy is to portion the funds in an equitable way as different needs call for different measures. In some German states, a so-called ‘School-Social-Index’ is used to ‘rank’ the needs of schools and thereby determine the financial support they should receive.

The use of ICTs, as you mentioned, is an innovative strategy, which is also employed in Germany. Especially during the pandemic, ICTs provided teachers and students with greater flexibility and more efficient ways to communicate with one another. Nonetheless, ICTs are only of great value if they are implemented and used properly, which requires the training of both teachers and students on how to utilize them. The federal government of Germany introduced a Digital-Pact encompassing 6,5 billion euros to aid schools not only in improving their digital infrastructure through the supply of whiteboards and laptops but also to support the qualifications of teachers in this regard. Despite this large investment, progress remains slow as many teachers still lack digital skills, no uniform digital learning platform is available, and many parents are worried about data protection issues. On top of this, a challenge that has appeared alongside the adoption of ICTs in most schools is that they lack staff members (IT personnel) who can ensure the maintenance of newly purchased devices and networks. To overcome this challenge, teachers are increasingly being equipped with the skills required to secure the proper and sustained functioning of these technologies.

Related to the digitalisation of schools, a new strategy introduced in Germany in 2022 is the ‘Open Educational Resources (OER) strategy. These OER refer to freely accessible open learning materials, including online schooling materials. Access to learning materials free of charge is a strategy that can have immense impacts on society because it allows and incentivizes disadvantaged groups to participate in education more easily. Through digitalisation, these materials can be made more accessible, which is why ICTs play a significant role in improving learning and the quality of education.

Although there are strategies in place, I believe we both agree that there is still a long way to go in order to grant every individual the equal opportunity to receive (high-quality) education. To encourage the adoption of these innovative strategies in disadvantaged contexts around the world, I suggest the ‘right’ investments and public-private partnerships need to be made. Support needs to be given where it is most needed. Additionally, awareness should be raised about the importance and value of education.

A huge barrier to the adoption of these strategies that you also touched upon are the existing inequalities, which for example, foster the conception that females are not ‘worthy’ of education. It is of utmost importance that these archaic ways of thinking are eradicated. Additionally, the reality is that in the competition for government funding, education often comes after issues like defense, healthcare, social security, and large infrastructure projects or even populist causes. Hence, it is important to reiterate and fight for the right funding for education, even in wealthier countries.

I hope I was able to answer your questions. I would also love to learn more about the situation in the DRC, so I have prepared some questions:

What do you think are the main issues that students and teachers face every day within your country’s educational system (for example shortage of resources; differences of skill levels in children; language barriers)? Are innovative strategies sufficient to resolve them?

How effective, if at all, have the innovative strategies you mentioned been in improving the quality/access to education in your country?

If you could change one thing immediately in the educational system, what would it be?

I am looking forward to hearing back from you.

Sincerely,

Victoria

Letter 3

Your letter also found me very well.

Thank you so much for your detailed and sincere response. I was eagerly waiting to read your answers to my questions and am very grateful to have gained more insight into our common topic of interest.

Your answers have made it very clear to me that the educational system in DRC is faced with numerous challenging obstacles that prevent children from reaching their true potential. It is heart-rending to hear that armed conflicts to this day not only hinder students from going to school but additionally also threaten their lives.

I was also intrigued by the language barrier you mentioned, as I cannot imagine how difficult it must be to coordinate education in a country where there are more than 200 languages and dialects.

Fortunately, some of the innovative strategies, like the eLimu and the “Leave no girl behind” programme, have proven their effectiveness in diminishing a fraction of the issues you addressed. Nonetheless, I understand that there is still a long way to go and significant hurdles to overcome, to ensure quality education that is available to everyone in the DRC.

Given Germany’s status as a high-income country, the issues students and teachers face within the educational system slightly differ from those in the DRC. The main issue is the shortage of qualified teachers. This shortage results in job vacancies being occupied by unskilled, unqualified staff members who are not equipped to meet the individualised needs of their students. This shortage exists in the first place because the job of a teacher is not attractive enough in terms of labour conditions (income, hours, etc.) for young individuals to take it up.

Another issue is related to the opportunities children have in regard to education, namely that children coming from poorer households still receive fewer educational opportunities. Social status and their parents’ educational attainment still play too large of a role in determining a child’s future.

Further, the digitalisation of schools is proving itself to be very difficult because German schools lack the initiative and modernity to take this leap forward. As many teachers are old, they resort to more ‘traditional’ ways of teaching, which especially during the COVID-19 pandemic lead to deficiencies in student learning.

Another issue is that the educational system in the country lacks unity because the 16 separate federal states of Germany all have their own system, making it extremely hard for children to transfer schools across state borders due to different skill levels.

I do believe the innovative strategies we discussed would, to a large extent, be sufficient to resolve these issues in Germany – if implemented effectively, which brings me to your next question.

As you also said, it is difficult to give a definite answer on the effectiveness of these innovative strategies.

As of 2021 – four years after its introduction – only ¼ of the foreseen fund provided in the Digital Pact I mentioned in my last letter, had been paid out. Although the remaining ¾ of the fund had already been planned out, money is only very slowly making its way towards schools. Many share the perception that not much has changed since the Digital Pact first launched. Additionally, the OER strategy, which I also discussed in my last letter, has yet to show results since it was implemented not long ago. However, in the past, many strategies have shown promising results. Compulsory school attendance by law for example dramatically increased the number of children going to school. By offering all-day supervision, many schools observed beneficial effects on the number and performance of children in school.

Regardless, more can and has to be done in order to resolve the issues underlying the German educational system.

Finally, if I could change one thing in the educational system in Germany immediately, it would be to make the system more inclusive. Those who are least advantaged in the current system, for example, due to lower financial means, learning disabilities, or migratory backgrounds, should be provided with more support that is tailored to their individual needs. Although Germany is trying to move towards this, I am sure it will take many more years, and therefore this would be the immediate change I would make.

Lastly, I would like to reiterate my gratitude to you for engaging in this project with me and for sharing your knowledge and opinion with me regarding this topic. As we both believe, it is of great importance to keep discussing ways in which quality and access to education can be improved.

With appreciation,

Victoria

An exchange between Derrick Ntawiniga from UCBukavu and Victoria Woessner from UAntwerp.
